Meet our co-founders and trustees

Our amazing team who without, none of this would have been possible. Meet our decision makers...

Zoe Steeper

Co-founder

​

Zoe is employed by Kent Fire and Rescue Service as a Building Safety Inspector, a role she had aspired to for many years before transferring into the department in January 2025 from the Resilience Team.

 

In 2022, when the Government announced proposals to change childcare ratios, Zoe took the bold step of launching a national petition – something she had never done before. The petition gained almost 110,000 signatures of support and, alongside the establishment of The Oliver Steeper Foundation, has enabled Zoe and her husband Lewis to channel the love and energy of their son,

Oli, into creating a lasting legacy in his name.

 

Outside of her professional and trustee commitments, Zoe devotes most of her time to caring for Oli’s younger brother, Jake. She also values time spent with family and friends, enjoying relaxed evenings with good company, tea, and plenty of snacks.

Lewis Steeper

Co-founder

Lewis is a full-time company director specialising in the use of drone technology within the aggregate and construction industries, and also works part-time as an HGV driver when business commitments allow.

 

Together with Zoe, he campaigns passionately to protect quality in the early years sector, opposing the relaxation of childcare ratios and raising awareness of food preparation and consistency standards in nurseries, preschools, and childminding settings across the UK.

​

In addition to his professional work, Lewis manages the Foundation’s Facebook and Twitter accounts, helping to share its mission and engage with supporters. Outside of work and campaigning, he enjoys PC flight simulation, playing Warzone, and indulging in his favourite comedies – The Office (US) and The Inbetweeners.

Victoria Rowley

Trustee

Victoria, in a professional capacity, is a Swim School Owner, but in her previous life was a Retail Manager and a Football Referee! She has also set-up, managed and coached, and been the Secretary and Treasurer for a Men’s football club.
 

She has two boys and loves all things sport, mainly swimming (of course!) and football. Victoria is ultra-organised and efficient.
 

Victoria is passionate about supporting Zoe and Lewis with this tremendous cause and has always done everything she can to keep Oli’s memory alive; including setting up Oliver Steeper’s Gift of Swimming, which gives the gift of a year of swimming lessons to one child every year on Oli’s birthday.

Inese Rozina

My name is Inese or how many colleagues and friends call me – Nessie. I am originally from Latvia however I have been living in the UK for just over 15 years. I work for South East Coast Ambulance Service as an Associate Ambulance Practitioner/Student Paramedic and my connection with Ollie, Zoe, and Lewis is that myself and my colleagues attended to Ollie on that horrible day.

 

It took me a while to reach out to Zoe after Ollie passed however we have met since and hopefully started to build a wonderful friendship. I hope that within my role as a Trustee, I can get involved by educating people about basic first aid at home or in educational settings and talking about the importance of knowing when and how to act. I am very excited about what’s ahead of us.

Billie Loveland

Trustee

Billie is a mum to two little boys so her main skills include distributing snacks efficiently and tuning out Peppa Pig but she is also currently training to take on the London Marathon in support of the foundation. Billie cares deeply about supporting Oli’s legacy and is incredibly proud to join Lewis and Zoe’s mission to help make childcare settings safer. 

​

Billie also likes The Office US and whilst liking The Office isn’t a competition, if it was, Billie would win.

Jake (Age 3)

Office Manager

​

Jake may only be three years old, but he runs the office like a pro… mainly by covering it in crayons, toys, and biscuit crumbs.

 

His main job is “creative mess production,” which he takes very seriously.

​

When he’s off-duty from making chaos, Jake can usually be found watching his favourite shows like Helper Cars (but not too loud!), Bing, and a wide collection of cartoons, trains and planes!

​

Jake also loves the great outdoors – especially puddles (the splashier the better!) and counting every single car he sees whilst in the car.

 

If you can’t find Jake in the office, check the nearest muddy puddle!
